Rule 5
Delegation of rights
(1) The Minister may delegate some of the powers granted to him to the Minister of State or the Assistant Minister.
(2) The Minister may delegate some of his powers to his subordinate secretary.
(3) The Secretary may delegate some of the powers granted to him to authorized employees under him.
(4) The director general, director or similar officer of the department or similar office may delegate some of the powers he has received to the officer or similar employee within the department or similar office.
(5) According to sub-rule (1), (2), (3) or (4), the process of delegating authority shall be in writing and once the authority has been delegated, if the authority needs to be revoked due to special reasons, the authority to revoke the authority shall be one of his own. It can be withdrawn only with the written approval of the higher level officer. If the departmental minister has to withdraw the delegated authority, he should submit it to the Prime Minister.
(6) It shall be the responsibility and duty of the concerned officer to exercise the authority delegated to him.
